Pinoy travelers recovering from COVID-19 allowed Philippine entry with conditions


Malacañang said Friday that returning Filipinos recovering from COVID-19 would be allowed entry to the country, provided they are not infectious and other conditions.

Acting presidential spokesperson Karlo Nograles said this was provided under Inter-Agency Task Force Resolution 158 dated January 2020.

Under the said resolution, Filipino passengers who have recently recovered from COVID-19 but tested positive in the required pre-departure RT-PCR test may be allowed entry into the country subject to the following conditions:

  • a positive RT-PCR test taken within forty-eight hours (48 hrs) before the date/time of departure from country/port of origin;
  • the traveler has a medical certificate issued by a licensed physician stating that the traveler has completed the mandatory isolation period, is no longer infectious, and has been allowed free movement/travel; and
  • a positive RT-PCR test taken not earlier than 10 days but not later than 30 days before the date/time of departure from the country/port of origin.

However, these non-infectious, COVID-19 recovering Filipinos were still required to observe the facility-based quarantines applicable to their COVID-19 vaccination status and based on the classification of the country/territory/jurisdiction of origin.

The fully vaccinated, non-infectious, and recovering Filipinos from COVID-19 Green List countries were required to undergo a facility-based quarantine period prescribed for Yellow List countries/territories/jurisdictions for fully vaccinated arriving passengers.

The Philippines had earlier scrapped the mandatory quarantine for fully vaccinated travelers from Green List countries or areas with low risk of COVID-19 infection, provided that they present a negative RT-PCR test taken 48 hours before departure from the country of origin, and that they self-monitor for any sign or symptom for seven days, with the first day being the date of arrival.

The list of Green List countries from January 16 to 31 as provided under IATF Resolution 157-B include:

  • Bangladesh

  • Hong Kong
  • Japan
  • Montserrat
  • Oman
  • Saba (Special Municipality of The Kingdom of the Netherlands)
  • Sierra Leone
  • Timor Leste

  • India

  • Morocco
  • Pakistan
  • Saint Barthelemy
