Marcos appoints Layug as DA Assistant Secretary, new GOCC members
President Ferdinand Marcos Jr. has appointed James Layug as Assistant Secretary of the Department of Agriculture, Press Secretary Trixie Cruz-Angeles said on Thursday.
“Mr. James Layug, formerly with the DICT, is named Assistant Secretary of the Department of Agriculture,” Cruz-Angeles said.
Meanwhile, Cruz-Angeles said the President has also appointed Geraldine Marie Berberabe-Martinez and Gideon De Villa Mortel as members of Governance Commission for Government-Owned or Controlled Corporations or GOCCs.
The Governance Commission for GOCCs (GCG) was created under Republic Act No. 10149 or the “GOCC Governance Act of 2011” as the central policy-making and regulatory body with the objective of safeguarding the State’s ownership rights and ensure that the operations of GOCCs are transparent and responsive to the needs of the public.
The GCG has three appointive members of the Commission, and two ex-officio members: the Finance Secretary and the Secretary of the Department of Budget and Management.
The functions of the Commission include: overseeing the selection and nomination of directors/trustees and maintain the quality of Board Governance; institutionalize transparency, accountability, financial viability and responsiveness in corporate performance by monitoring and evaluating GOCCs’ performance.
The GCG is also tasked to rationalize the Sector through streamlining, reorganization, merger, as well as recommending to the President of the Philippines the privatization or abolition of a GOCC and
establish compensation standards to ensure reasonable and competitive remuneration schemes that attract and retain the right talent. -- BAP, GMA News
