LTO issues SCO vs. motovlogger over Zambales incident; lady rider apologizes

The Land Transportation Office (LTO) has issued a show cause order against motovlogger Yanna over a road rage incident in Coto Mines, Zambales.

"LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said Yanna Moto Vlog will be asked to explain why her driver’s license should not be suspended or revoked for being an improper person to operate a motor vehicle for allegedly instigating a road rage," the LTO said in a statement Friday.

“Matagal na tayong nagpapaliwanag sa milyon-milyong nating mga kababayang motorista na walang mabuting idinudulot ang init ng ulo sa kalsada—at napakarami na ang naparusahan natin dito,” Mendoza said.

(We have since been explaining to millions of our motorists that anger on the road brings no good— many have been punished for it.)

Yanna has been directed to submit before the Intelligence and Investigation Division of the LTO in Quezon City her written comment or explanation as to why she should not be administratively charged for reckless driving, use of number plates, and operating a motor vehicle without or with defective/improper/unauthorized accessories, devices, equipment, and parts.

"Your driver's license... is hereby preventively suspended for a period of 90 days and is to be placed under alarm. Further, you are hereby directed to surrender your driver's license upon receipt of this SCO," the show cause order read, adding Yanna should also explain why her driver's license should not be revoked or suspended.

Mendoza said the vlogger should have used her influence on social media to promote responsible driving and road safety.

Earlier in the week, the motovlogger shared a video of their trip to Zambales.

In the video, Yanna's crew can be seen traveling through Cota Mines when a pickup truck seemed to be switching lanes. Because of this, Yanna decided to overtake.

While she was overtaking, the driver slightly swerved in her direction, almost hitting her.

The lady rider was not able to withhold her anger, and raised a middle finger at the pickup driver.

After they made a stopover, the pickup truck driver got off his vehicle and confronted her about it.

"Ba't namamak*u ka? Alam mong lubak-lubak ang daan (Why are you raising your finger? You know the road is bumpy)," the pickup driver said, to which Yanna replied, "Bakit nga ba? (Why?) You tell me!"

"May side mirror ka. Ako wala. Hindi ka gumagamit ng side mirror mo? (You have a side mirror. I don't. You're not using your side mirror?)" Yanna argued.

Her video drew negative reactions from netizens, who told Yanna that she could have honked her horn to alert the driver of her presence, or she could have made her point in a calm manner.

The motovlogger apologized to the pickup driver whom she had an altercation with, as well as to the riding community over the incident.

In a video uploaded by Yanna on her social media, she and her brother went to the workplace of the pickup driver to personally apologize. However they did not find the driver.

Yanna instead issued her apology in a video message.

“I would like to take this opportunity to say sorry to Kuya Jimmy for what I have caused and of course as well as to those people who got dragged into the issue. Sorry din po sa citizens of Zambales, the riding community, especially the off-road community,” she said.

"This issue is all on me, I'm still learning. This one especially the hard way. I promise to be more patient next time, especially on the road, and listen to my ates and kuyas more. I've felt the world full of anger and I don't want it to happen again,"

"Sorry and sorry again. Thank you very much."

The LTO chief said that despite Yanna's apology, the investigation will continue.

Meanwhile, Senator JV Ejercito, who had sent Yanna's video to Transportation Secretary Vince Dizon, said that the LTO should take action.

Some netizens alleged Yanna's group was with the senator that led to her supposed aggressive attitude.

However, the senator denied the allegations.

"Hindi ako kasama nung nangyari ang insidente to be clear," Ejercito said.
