SC issues TRO vs. LEB ban on MSU law programs

The Supreme Court (SC) has issued a temporary restraining order (TRO) preventing the Legal Education Board (LEB) from prohibiting the Mindanao State University (MSU) College of Law from opening its law programs and from revoking MSU’s accreditation.

According to the SC, LEB prohibited the MSU from opening its law programs in its Tawi-Tawi, Sulu, and Maguindanao campuses. It also revoked the accreditation of the MSU College of Law and ordered its closure effective academic year 2025-2026.

Due to this, the MSU and Abdul Rahman Ltiph Nasser filed separate petitions for certiorari before the High Court.

They also questioned the LEB's authority over the MSU College of Law under the Legal Education Reform Act of 1993.

Meanwhile, the SC required the LEB and the MSU to file their respective memoranda of authorities on the effect of Article IX, Section 16 of the Bangsamoro Organic Law on the jurisdiction of the LEB over the MSU.

It required them to submit this within a non-extendible period of 15 days from notice—AOL, GMA Integrated News
