Comelec: 61 Senate bets, 166 political, party-list groups filed SOCEs

Sixty-one out of 66 senatorial candidates have submitted their Statements of Contributions and Expenditures (SOCEs) for Eleksyon 2025, according to the Commission on Elections (Comelec) on Thursday. 

Data from the Comelec showed that as of 9 p.m. on June 11, the following senatorial bets complied with the filing of SOCEs:

The Comelec set the deadline for the filing of SOCEs on Wednesday, June 11. Those not on the list include Chavit Singson, Wilbert Lee, Teodoro Casiño, and Roy Cabonegro. Lee and Singson withdrew their candidacies in February and January, respectively. 

Meanwhile, the following political parties and party-list groups submitted their SOCEs:

“More or less hindi kami tatanggap sa sumobra sa araw o sa palugit sa pagsu-submit ng SOCE. Ayaw naman natin ipreempt kaagad sapagkat baka naman kagabi nakahabol o kasama sa mga nakapila bago mag-5 p.m. dun sa filing,” Comelec Chairperson George Erwin Garcia told reporters in a virtual interview.

(More or less, we will no longer accept late submissions. However, we don’t want to preempt because they may have beaten the deadline.)

“Kung saka-sakali mo makakatanggap sila ng liham mula sa Political Finance and Affairs Department ng Comelec, pagpapaliwanagin sila dahil may karampatang administrative fine sa di pagkaka-submit ng SOCE,” he added.

(Those who failed to submit will receive a letter from Comelec PFAD asking them to explain their non-submission.)

Garcia earlier said national and local candidates who withdrew their candidacies after February 11, and March 28, respectively, were still required to submit their SOCEs.

The SOCEs will be published on the Comelec website, he added. 

Under Section 14 of Republic Act (RA) 7166 or the Synchronized Elections Act, every candidate or treasurer of a political party shall file in duplicate with the offices of the Comelec the “full, true and itemized statement of all contributions and expenditures in connection with the election” within 30 days after the elections or until June 11, 2025. 

Candidates who will not file SOCEs will be charged with an administrative offense and will pay a fine ranging from P1,000 to P30,000 at the discretion of the poll body, with the exemption of aspirants in the barangay level. For winning bets or political parties, failure to comply may also withhold their assumption of office.

Section 13 of RA 7166 provides the limitation of authorized expenses of candidates and political parties.

It states that candidates vying for presidency and vice-presidency shall spend P10 for every voter currently registered in the constituency where he filed his certificate of candidacy.  Aspirants with political parties will be allowed to spend P3 for every voter while independent candidates will be allowed up to P5.
