Palace names Francis Saturnino Juan as ERC chair


Atty. Francis Saturnino Juan has been appointed as the new Energy Regulatory Commission (ERC) chairperson.

Atty. Francis Saturnino Juan has been appointed as the new Energy Regulatory Commission (ERC) chairperson. 

This was announced by Palace Press Officer Undersecretary Atty. Claire Castro.

Juan's appointment will be effective on August 8, 2025, she said.

 

''Assistant Energy Expert Atty. Juan brings with him decades of experience in regulatory affairs, having previously served as executive director and general counsel of the ERC and currently as President of the Independent Electricity Market Operator of the Philippines,'' Castro said.Castro said.

''He has played a key role in operationalizing the Wholesale Electricity Spot Market, advocating consumer protection and promoting renewable energy development through tariff reforms,'' she added.
 
Castro also expressed confidence that Juan would steer ERC toward more efficient, transparent, and pro-consumer decision-making. 

''We look forward to smooth and seamless transition under his chairmanship,'' she said.

The Palace official also disclosed the appointments of Atty. Amante Liberato and Atty. Paris Real as ERC Commissioners effective upon their assumption of office.

Liberato is currently serving as Deputy Executive Secretary for Finance and Administration at the Office of the President, while Real is a seasoned litigator and a legal adviser with more than two decades of experience, including active participation in high-impact ERC regulatory proceedings for more than 10 years. —VAL, GMA Integrated News
