Marcos sees economic sabotage in big anomalous flood control projects

President Ferdinand ''Bongbong'' Marcos Jr. sees the huge anomalous and ghost flood control projects as an act of economic sabotage.

In an interview with reporters in Baliuag, Bulacan on Wednesday, Marcos was asked if cases would be filed against those involved in failed flood control projects. He said, ''Yes, if need be... Of course.'' 

 

 

 

The President said the supposed ghost project in Barangay Piel is an example of falsification of documents because as per records, it was finished. However, when Marcos inspected it, he learned that it was not even completed. 

''For example, falsification na ito, dahil nag-report sila na 'completed.' Kitang-kita naman na hindi completed. So that's a falsification... So that's already a big violation. And for the big ones, I'm thinking very hard, pipilahan natin sila ng economic sabotage because economic sabotage is very clearly...,'' Marcos said.

''Tingnan natin ah, 'yung utang ng gobyerno, ng Pilipinas, ng Republika, mababawasan kung naging maayos lahat itong pag-ano... Kasi ngayon babalikan ngayon 'to. Saan napunta 'yung pera?... Hahabulin natin, kakasuhan natin sila... How long will that take? Hindi ba?'' he added.

(Let's see, the country's debt will be less if this was implemented properly. Right now, we will look into it. Where did the funds go? We will run after them, we will file cases.) 

Still, Marcos said the filing of cases would still depend on the findings of the legal team working on it. 

''So, there’s a legal team working on that. But in the meantime, we are continuing to go through the records of Public Works and all the big contractors to see kung tumutugma ‘yung kanilang report doon sa mga sinusumbong sa atin ng taumbayan (to see if the report matches the complaints of the public),'' Marcos said.

Marcos inspected the reinforced concrete riverwall project in Barangay Piel, Baliuag and said he is getting ''very angry'' with the ghost flood projects in Bulacan province. 

''Extremely, more than disappointed, I'm actually... I'm getting very angry with what's happening here... Nakaka... Papaano naman, 220 meters, P55 million completed ang record ng Public Works, [pero] walang ginawa. Kahit isang araw hindi nagtrabaho... Puntahan ninyo, wala kayong makita kahit ano... Tuloy-tuloy ang pagbaha doon sa kabila,'' Marcos told reporters.

Marcos said if this project was properly implemented, it would have greatly helped in the province's irrigation system.

''I'm not disappointed, I'm angry,'' Marcos said.

The President had disclosed earlier that 20% of the total P545 billion budget of flood control projects was awarded to only 15 contractors.

The total number of the flood control projects was 9,855. Marcos earlier said that a total of 6,021 projects were worth more than P350 billion, adding that they do not specify the exact type of flood control structures built, repaired or rehabilitated. 

As part of the initial findings, Marcos said several projects in different locations have exactly the same contract cost, which could mean that same designs, materials, and lengths were used despite differences in location or terrain. —KG, GMA Integrated News
