NAPOLCOM approves additional allowances for PNP personnel

The National Police Commission (NAPOLCOM) has approved the adjusted regular and collateral allowances for the uniformed members of the Philippine National Police (PNP).

In a statement on Wednesday, the Commission said the NAPOLCOM en Banc issued Memorandum Circular 2025-004 dated August 18.

This provides for a comprehensive structure of allowances covering subsistence, quarters, clothing, hazard pay, combat duty and incentive pay, sea and flying duty allowances, hardship allowances, and other operational benefits.

"The new policy rationalizes compensation by prescribing regular allowances, such as quarters, subsistence, clothing, and hazard pay, in addition to collateral pay and special incentives for those engaged in high-risk or specialized assignments," the NAPOLCOM said.

"It grants special combat duty pay amounting to P3,000 per month for personnel involved in actual police operations, as well as combat incentive pay of P300 per day for those involved in actual combat operations against various insurgents, terrorists, and lawless elements," it added.

Cops assigned to high-risk tasks are entitled to a hazardous duty pay equivalent to 50% of their base salary, and those exposed to radioactive elements to an additional 15%. 

For specialized operations, a sea duty pay of 25% and a flying pay of 50% of the base pay are provided to personnel engaged in maritime and air missions, respectively.

Hardship allowances ranging from 10% to 25% of base pay are granted to personnel assigned to isolated and difficult areas.

NAPOLCOM Vice Chairperson and Executive Officer (VCEO) Commissioner Rafael Vicente Calinisan said, "Our policemen and policewomen are at the frontline of peace and order. By ensuring that their allowances are responsive to today's economic realities and operational demands, we are not only recognizing their sacrifices but also strengthening their morale and commitment to serve."

"This is a concrete step towards professionalizing the PNP and showing our personnel that their government stands with them," he added.

The Commission said the implementation of the revised allowance structure shall be subject to the availability of funds, as certified by the Department of Budget and Management (DBM). — VDV, GMA Integrated News
