Who are the people on the Independent Commission for Infrastructure?

President Ferdinand "Bongbong" Marcos Jr. has appointed two members of the Independent Commission for Infrastructure (ICI) and a special adviser of the body tasked to investigate anomalous flood control projects.

In announcing their appointments on Saturday, Malacañang said these individuals were "of proven competence, integrity, and deep familiarity with infrastructure, finance and institutional reform."

Who are these personalities? 


ROGELIO "BABES" SINGSON
Commission Member

Singson served as Secretary of the Department of Public Works and Highways (DPWH) under the administration of the late Benigno Simeon "Noynoy" Aquino III from July 2010 to June 2016. During his tenure, he led the Good Governance and Anti-Corruption Program and the implementation of major government infrastructure projects across the country. 

Prior to his appointment to the ICI, Singson was the President and Chief Executive Officer of Metro Pacific Water and Metro Pacific Tollways Corporation.

Ahead of his tenure in the DPWH, he was President and CEO of Maynilad Water Services for three years.

He also held positions in the private and public sectors, including Senior Vice President of Citadel Holdings and as Chairman and President of state firm Bases Conversion and Development Authority (BCDA) from 1998 to 2002. 

Singson was involved in the major projects of Subic Bay Metropolitan Authority (SBMA), Clark Special Economic Zone, and BCDA, including the privatization and development of Bonifacio Global City.


ROSSANA FAJARDO
Commission Member

Fajardo is the Country Managing Partner at SGV, where she is responsible for shaping the company's strategic direction, overseeing operations, and enhancing performance. 

She assumed the top leadership role at SGV on July 1, or less than three months prior to her ICI appointment.

According to SGV, Fajardo concurrently serves as EY ASEAN Business consulting Leader. Within SGV and EY, Fajardo's key leadership positions have included SGV Consulting Leader, Philippine IT Risk and Assurance Leader, Philippine Performance Improvement Leader, EY ASEAN Regional Advisory Quality Leader, EY ASEAN Advisory Chief Operating Officer, and a member of the Asia-Pacific Advisory Leadership Team.

Aside from being a Certified Public Accountant, she is also a Certified Information Systems Auditor, Certified Information Security Manager, Certified Fraud Examiner, and she also holds certification in Risk and Information Systems Control.


BENJAMIN MAGALONG
Special Adviser and Investigator

Magalong, currently on his third term as Baguio City mayor, served a career law enforcement officer who held the rank of Deputy Director General of the Philippine National Police (PNP) and Director of Criminal Investigation and Detection Group (CIDG). 

A graduate of the Philippine Military Academy (PMA) "Sandigan" Class of 1982, Magalong served the police organization for 38 years.

During his retirement speech in December 2016, Magalong said that among his most memorable assignments were in the Cordilleras, Mindanao, and the PNP Special Action Force (SAF) where he pioneered the SAF Seaborne and Sniper Unit.

Magalong was detained in 2006 for alleged rebellion. He was among the 49 charged for their participation in alleged coup attempt against then President Gloria Macapagal Arroyo. When he was released, he was detailed with Philippine Drug Enforcement Agency in 2007.

He was assigned in the Quezon City Police District in 2010, which Magalong considered as his return to the mainstream. Less than a year later, he was transferred to the Directorate for Police Community Relations when he received his star and promoted to Chief Superintendent.

In 2012, he returned to serve Police Regional Office Cordillera and was tasked to head the CIDG two years and two months later. 

It was during his stint at the CIDG that he was tapped to head of the PNP Board of Inquiry that probed Mamasapano incident in 2015 when terrorist Zulkifli bin Hir alias Marwan and 44 Special Action Force commandos, 18 rebels, and five civilians were killed.

In 2015, Magalong was assigned to Directorate for Intelligence and Detection Management. He was later tapped to be the deputy chief for operations when then-PNP Director General and incumbent senator Ronald dela Rosa was appointed as PNP chief.

During a House of Representatives hearing on the alleged proliferation of illegal drugs in New Bilibid Prisons, Magalong said it was his team that conceptualized the plan dubbed as "Oplan Cronus" for the massive raid in the NBP maximum security compound.

He was first elected as Baguio City mayor in 2019. During the COVID-19 pandemic, Magalong also served as contact tracing czar. — VDV, GMA Integrated News
