Justice Secretary Jesus Crispin Remulla on Tuesday denied claims that the Department of Justice was sparing former Speaker and Leyte Rep. Martin Romualdez from investigation in connection with the flood control projects controversy.

Remulla said a case build-up is already ongoing, citing Romualdez's ties to resigned Ako Bicol party-list Rep. Zaldy Co.

“Zaldy Co, as the chairman of [the House Committee on] Appropriations, is well known as the speaker’s choice. Alam natin 'yan,” Remulla told reporters.

Co and other officials have been recommended for prosecution after his name was repeatedly linked to budget insertions and anomalous flood projects by several former engineers of the Department of Public Works and Highways.

Remulla issued the remark when asked about Senator Francis “Chiz” Escudero’s remark that Romualdez is not included in any investigation.

According to Remulla, he asked DOJ officials to make a diagram of all cases and individuals allegedly involved in the anomalous flood control projects.

Remulla also reiterated that no one will be spared.

"Wala tayong pagtatakpan. Wala tayong itatago dito," Remulla said.

Where is Guteza?

Meanwhile, he said the DOJ is seeking the address of Orly Guteza, the surprise witness who linked Co and Romualdez to the allegations, for the issuance of a subpoena. 

Guteza previously testified that he personally delivered luggage of money to the residences of Co and Romualdez. 

Co and Romualdez have denied the allegations. 

Romualdez, in a statement, indicated that the alleged delivery of money to his McKinley home was impossible because it was under renovation at the time of the alleged conveyance.

Remulla previously said he invited Guteza to the DOJ over the weekend to be evaluated for witness protection upon his request during the Senate Blue Ribbon Committee hearing.

Guteza, however, was a no-show.

According to Remulla, there is still no word from the Senate about Guteza.

“We’re just hoping he’s okay and that he can shed light on his affidavit,” he said.

“Alagaan na nila. Wag na nila papakawalan.  At saka panagutan nila. Kasi ‘yung testigong ganon nakakatakot naman kung hindi na lalabas ulit, kung hindi na lilitaw ulit,” he later added.
