SK officials now entitled to civil service eligibility

Under certain conditions,  elected and appointed Sangguniang Kabataan Officials (SKOs) are now entitled to civil service eligibility, the Civil Service Commission said over the weekend.  

The CSC said SKOs who have completed a full three-year term of office or its equivalent and in good standing can benefit from CSC Resolution No. 2500752, or the Rules Governing the Grant of Eligibility to SKOs promulgated on 24 July 2025.

“The Sangguniang Kabataan Official Eligibility (SKOE) shall be considered appropriate for first level positions in the career service, except those covered by board laws and/or requiring other special eligibilities,” the CSC said in its website.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” said CSC Chairperson Atty. Marilyn B. Yap. 

“Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people”, she added.

According to the CSC, the SKOE applies to "SKOs who were in office upon the effectivity of Republic Act No. 11768 or the Sangguniang Kabataan Reform Act of 2015, which took effect on 1 June 2022. SKOs who were incumbents during the term 2018 to 2022 shall be entitled to the eligibility, provided they completed their full term of office."

The CSC said SKOE coverage also includes both elective and appointive SKOs who assumed their positions after the law’s effectivity. These include SK members elected by the Katipunan ng Kabataan (KK), as well as SK secretaries and treasurers appointed by the SK chairperson from among KK members, with concurrence of the majority of all SK members.

However, the CSC clarified that pursuant to Batas Pambansa Blg. 337, as repealed by Republic Act No. 7160 or the Local Government Code of 1991, SK chairpersons are covered under the Barangay Official Eligibility (BOE), not the SKOE.

Qualified SKOs may apply for the SKOE beginning 4 October 2025, the effective date of CSC Resolution No. 2500752. Applications must be filed with the CSC Regional Office (RO) having jurisdiction over the barangay where the applicant rendered service.

Applicants may also file through any CSC RO or Field Office nearest their current place of residence or work, which shall serve as a conduit for receiving applications and releasing SKOE certificates, if granted.
