CAVITEX hikes toll rates starting Oct. 28, 2025
The Manila-Cavite Expressway (CAVITEX) announced Saturday that the Toll Regulatory Board (TRB) has approved the rate hike petitions filed by its joint venture-operator CAVITEX Infrastructure Corp. (CIC) and Philippine Reclamation Authority (PRA) in 2020 and 2023.
In a statement, CAVITEX said the new toll rates will take effect on October 28, 2025.
The TRB resolution grants the 2020 and 2023 petitions of CIC and PRA, authorizing the implementation of provisionally approved toll rates to support ongoing upgrades and maintenance activities.
For CAVITEX R1 Portion (Seaside to Zapote), the value added tax (VAT)-inclusive rates effective October 28, are as follows:
- Class 1: from P35 to P39
- Class 2: from P70 to P78
- Class 3: from P104 to P117
For CAVITEX R1 Extension Segment 4 (Zapote to Kawit), the toll road company said the rate adjustment would be implemented in two tranches this year and in 2026 to moderate the impact on motorists.
The first tranche adjustments are as follows:
- Class 1: from P73 to P88
- Class 2: from P146 to P176
- Class 3: from P219 to P264
To help ease the impact of the toll increase, CAVITEX said it will reactivate its "Abante Program"—a toll reprieve initiative allowing registered public utility vehicles (PUVs) and agricultural trucks to continue paying old toll rates for 90 days from implementation.

CAVITEX, meanwhile, said it completed major infrastructure projects to ensure the expressway's safety and efficiency, even prior to the approval of toll petitions, including:
- Expansion Joint Replacement at the Parañaque Segment Bridges and Imus Viaduct, enhancing ride comfort and structural reliability
- Upgraded RFID systems and installation of Automatic License Plate Recognition (ALPR) technology for faster and more seamless transactions
- Ongoing pavement rehabilitation works in critical portions of both the Kawit and Parañaque segments
