Marcos inks law institutionalizing lifelong learning framework


President Ferdinand “Bongbong” Marcos Jr. has signed into law a measure that institutionalized a lifelong learning development framework for Filipinos.

Signed on Oct. 23, Republic Act 12313 or the Lifelong Learning Development Framework Act underscored the State’s policy to promote lifelong learning as a means to achieve full, productive, freely chosen, and decent work for all. 

Lifelong learning providers are establishments that provide lifelong vocational training or supplementary education for school curricula. 

Under the law, all citizens shall be guaranteed equal opportunities for lifelong learning, to be conducted based on the willingness of the learner to participate and study accordingly. 

The goals of the framework include promoting inclusive learning in the educational system, revitalizing learning in families and communities, and extending the use of modern learning technologies, among others. 

The new law also broadens the mandate of the Philippine Qualifications Framework – National Coordinating Council. 

RA 12313 allows the PQF-NCC to formulate, implement, review and amend the framework, as well as craft a master plan for the promotion of lifelong learning. — JMA, GMA Integrated News
