CIDG files inciting to sedition, rebellion complaint vs. Kiko Barzaga

The Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) has filed a complaint against Cavite 4th District Representative Francisco “Kiko” Barzaga in connection with the violent incidents during the September 21 rally in Manila.

CIDG spokesperson Police Major Helen dela Cruz confirmed this in a message to GMA News Online.

"...This group has filed criminal complaint against Cong. Francisco Barzaga before the Quezon City Prosecutor's Office in relation to the violent incidents occurred in Mendiola and Recto, Manila in September 21, 2025," she said.

The QC Prosecutor's Office issued a subpoena against Barzaga on November 12. The complaint was for inciting to sedition and inciting rebellion.

Barzaga posted a copy of the subpoena on his Facebook account. It states that the lawmaker should appear before the QC Prosecutor's Office on November 18 and 25.

“No motion to dismiss will be entertained. Only counter-affidavits will be accepted. Otherwise, respondent/s is/are deemed to waive his/her/their right to present evidence,” the subpoena read.

“Further, no postponement will be granted unless on exceptionally meritorious grounds,” it added. 

In his post, Barzaga tagged the account of President Ferdinand "Bongbong" Marcos Jr.

“How many people have your father killed or imprisoned before he was removed from power? This will not stop us, this will only make the revolution stronger,” he said in reaction to the subpoena.

Ethics complaint

House Deputy Speaker and Antipolo City 1st District Representative Ronaldo Puno welcomed the CIDG's filing.

Puno was one of several House members who filed an ethics complaint against Barzaga for alleged violation of the code of conduct for government officials, the Constitution, and the rules of the House of Representatives.

Barzaga also filed an ethics complaint against Puno for making an issue of his mental health and quelling political dissent.

Both camps had earlier rejected an attempt of the the House Committee on Ethics and Privileges for reconciliation.

"Sumulat kami sa committee. You know, nandiyan na yung mga charges namin. Nilagay na namin diyan. Sabi namin, kahit wala na lang mahabang diskusiyon pa tutal nandiyan na. Kumbaga, the prosecution rests doon sa mga na-submit namin. Ayaw na namin magsalita pa. Nandoon na lahat yung gusto namin sabihin," Puno said.

(We wrote to the committee. We laid out our charges there. We said there's no need for a long discussion because it's all there, like the prosecution rests with what we submitted. We don't want to speak of it. Everything we want to say is already in there.)

The Ethics Committee was scheduled to hear the cases last Monday but the hearing was postponed due to bad weather.
