Ombudsman Remulla’s 2025 net worth at P441.7M, SALN shows


Ombudsman Jesus Crispin Remulla declared his net worth to be at P441.7 million when he first assumed office in October 2025 – a more than 2,000% increase in his net worth since 2005.

This was according to Remulla’s Remulla’s Statements of Assets, Liabilities, and Net Worth secured by GMA Integrated News Research. GMA Integrated News Research also secured copies of the SALNs of his predecessors Samuel Martires and Conchita Carpio-Morales.

In Saleema Refran’s report on “24 Oras” on Thursday, a check of Remulla’s SALN executed in October this year – his first SALN as Ombudsman – showed that his net worth was at P441,737,048.

Remulla declared his real estate properties to be worth P83,237,048. Most of his real estate assets were in Cavite, Las Piñas City, Makati City and Baguio.

His personal properties were valued at P358.8 million, mostly from his cash in bank worth P300 million that he inherited from his late father, Juanito Remulla, the former governor of Cavite who passed away in 2014.

Remulla also reported his vehicles’ worth to be at P52 million, and this forms part of his personal properties. He also declared a liability of P300,000.

GMA Integrated News Research also checked Remulla’s SALNs when he was still a congressman of Cavite.

A check of his 2005 SALN – executed a year after he was elected as lawmaker – showed that he declared his net worth to be at P20,628,000.

This means that his net worth rose by P421.1 million or 2,041.44% in 20 years from 2005 to 2025.

GMA Integrated News Research also checked the SALNs of Remulla’s predecessors at the Ombudsman – Martires and Carpio-Morales, who both served as Supreme Court associate justices before becoming the country’s top graftbuster.

GMA Integrated News Research secured copies of their SALNs during their terms as Ombudsman.

It may be recalled that Martires imposed restrictions on SALN access in 2021. In October this year, Remulla scrapped these restrictions, including the requirement that the SALN owner must give his or her consent for public disclosure.

Upon stepping down as Ombudsman in July 2025, Martires declared his net worth to be at P78,192,000 in his SALN.

His real estate properties were valued at P1.558 million, which included a residential lot, four house and lots in Quezon City, Baguio City, and Samar, and an agricultural plot of land.

Martires also reported that he has P48.3 million in cash, bank deposits, bonds, and mutual funds and corporate shares worth P23.5 million that he inherited. These were part of his personal properties.

Martires had no liabilities upon his retirement from the government.

In comparison, his 2018 SALN when he first assumed office as Ombudsman showed a net worth of P41.728 million. This means that his net worth increased by more than P36 million or 87.385% in his seven-year term as Ombudsman.

Meanwhile, Carpio-Morales declared a net worth of P80,112,691.50 in her July 2018 SALN when she ended her term as Ombudsman.

She reported P19,639,500 in real estate properties, mostly condominium units in Taguig City, Makati City, Manila, and Baguio City, as well as P54,735,219.04 in cash, investments, pension, and retirement benefits. She had no liabilities upon retiring as Ombudsman.

In comparison, her 2011 SALN when she first assumed office as Ombudsman recorded a net worth of P40,719,500. This means that her net worth grew by 96.598% or P39.3 million in the seven years that she served as top graftbuster. — JMA, GMA Integrated News
