ICI says it’s ready to livestream, waiting for willing resource person
The Independent Commission for Infrastructure (ICI) is ready to livestream its hearings on anomalous flood control projects next week, ICI spokesperson Brian Hosaka said Friday.
In an ambush interview, Hosaka said they are waiting for a resource person who is willing to make their testimony available to the public.
“We’re ready to livestream and we’re just waiting for a resource person who will be appearing before the ICI and who will agree on who would be showing their testimony to the public through our livestream,” Hosaka said.
Last week, the ICI issued its guidelines for the livestream of its proceedings.
Since then, however, the ICI has yet to livestream any hearing as resource persons seek executive sessions.
“Kung walang request for any executive session, we will have to go livestream. So they would have to justify why they are asking for an executive based on our guidelines, which is also based on existing law and jurisprudence and pronouncement by the Supreme Court,” Hosaka said.

He previously stated that all proceedings would be livestreamed, except in cases where executive sessions are necessary.
Under the guidelines, the ICI may conduct executive sessions upon the request of government agencies, offices, or units; resource persons; and witnesses.
Hosaka said that the ICI wanted to balance the right of the public to information as well as the individual rights of its resource persons.
