Sandro Marcos, Pulong Duterte, to be resource persons in ICI hearings this week


House Majority Leader and Ilocos Norte 1st District Rep. Ferdinand Alexander “Sandro” Marcos and Davao City 1st District Rep. Paolo “Pulong” Duterte are among five lawmakers who will face the Independent Commission on Infrastructure as resource persons in the ongoing probe of the flood control controversy.

In an advisory, the ICI said its hearings from December 2 to 5 will have the following lawmakers as resource persons, aside from Marcos and Duterte:

  • Laguna 4th District Rep. Benjamin “Benjie” Agarao Jr.
  • Bulacan 1st District Rep. Danilo “Danny” Domingo, and
  • Benguet Lone District Rep. Eric Yap.

The ICI will also invite officials and representatives of the Land Bank of the Philippines to its hearings this week.

Earlier, the ICI said it is now ready to livestream its proceedings on the flood control anomaly probe and that it is just waiting for a resource person who would agree to have their testimony livestreamed.

Last week, Marcos told the ICI that he is willing to appear before the non-partisan fact-finding body anytime and that he welcomes the opportunity to shed light on any matter.

This was after resigned Ako Bicol Party-list Rep. Zaldy Co alleged that Marcos and his father, President Ferdinand Marcos Jr., ordered insertions in the 2025 national budget.

The younger Marcos denied Co’s accusations as “fantastical” and “false” and part of a destabilization attempt.

Meanwhile, Duterte – son of former President Rodrigo Duterte – denied having non-existent flood control projects in his district, contrary to the allegations of House Deputy Minority Leader and ACT Teachers Party-list Rep. Antonio Tinio.

In early November, the younger Duterte said every single flood control project along the Davao and Matina Rivers was implemented, inspected, and validated by the Department of Public Works and Highways (DPWH) and the Commission on Audit (COA).

This was contrary to Tinio’s earlier claim that at least P4.35 billion worth of flood control projects in the first district of Davao City are questionable.

On the other hand, Agarao was one of several lawmakers tagged by contractors Curlee and Sarah Discaya for their alleged involvement in corruption in flood control projects.

Yap was named as a “person of interest” by Ombudsman Jesus Crispin “Boying” Remulla in October in connection with fully paid yet unfinished flood control projects built in La Union by a firm he previously owned.

Domingo was named by former public works assistant district engineer Danny Domingo as among three lawmakers who allegedly got kickbacks from projects of the Bulacan 1st District Engineering Office.

Agarao, Yap, and Domingo have all denied involvement in any irregularity in the flood control controversy. — JMA, GMA Integrated News
