DHSUD, DEPDev update price ceilings for socialized housing


The Department of Human Settlements and Urban Development (DHSUD) and the Department of Economy, Planning and Development (DEPDev) on Monday agreed to update the price ceiling for socialized housing units, including house and lot packages and condominiums.

This was contained in Joint Memorandum Circular (JMC) 2025-001 that set the new maximum selling price of socialized housing units, which was last updated in October 2023.

“The existing price ceiling for socialized housing needs to respond adequately to prevailing market conditions including rising development and construction costs, and thereby encourage the private sector to continue building affordable houses for low-income and underprivileged families,” JMC 2025-001 said.

DHSUD Secretary Jose Ramon Aliling said the updated price ceiling for socialized housing is a huge boost to the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program and is a “win-win for both the homebuyers and private developers of socialized housing projects.”

“Ang JMC na ito ay magbubunga sa mas dekalidad, mas magaganda at malalaking socialized housing units para sa ating mga homebuyers, at siyempre motivation sa ating mga private partners na mag-develop ng mas maraming projects,” Aliling said in a statement.

Hence, this will definitely prop-up the ongoing implementation of President Ferdinand Marcos Jr.’s Expanded 4PH Program which covers all socialized housing projects in the country,” he added.

According to the JMC, the update price ceilings are: P844,440 as the maximum selling price for socialized subdivision projects with a minimum unit size of 24 to 26 square meters, and P950,000 as the maximum selling price for a minimum unit size of 26 square meters.

For socialized condominium units, the maximum selling price will range from P1,280,000 to P1.8 million, depending on the minimum unit size and the number of floors of the condominium building.

In highly urbanized cities like Metro Manila, the zonal value of the project site may be considered in the allowable adjustment in the unit selling price.
