ES Recto: Corruption, lack of transparency pose nat'l security risks

Executive Secretary Ralph Recto has warned about the risks brought about by governance and institutional problems, including corruption and lack of transparency, amid concerns over prudent spending of public infrastructure funds.

In a statement on Saturday, Recto said these matters pose serious risks to national security, citing the misuse of public funds as another key issue in weak governance and institutional challenges.

"This is why we are pushing for good governance reforms—finally pursuing an anti-political dynasty bill, reforming the party list system, and giving public access to government expenditures," he said in a speech Friday at the National Security Summit 2025 in Taguig City.

"For building stronger and more transparent institutions is the nation's sturdiest security defense," he added.

Recto said the Marcos administration remains committed to fiscal discipline so that the national budget bankrolls programs that truly benefit Filipinos.

Meanwhile, the executive secretary also emphasized that human security—covering key issues such as the availability of food, utilities, and employment—is central to the goal of protecting the Philippines' national security.

He said national security must be defined by everyday issues confronting the Filipino people.

According to Recto, strengthening food security, expanding universal healthcare, and investing in quality education and workforce development are among the key focus areas of the Marcos administration to ensure the future of the Filipino people.

"It is food that is affordable. Power that stays on. A job that pays enough. Truth in our newsfeeds. Trust in our institutions… Because security is more than the absence of a shooting war. It means the presence of opportunity," he said.

"For our greatest asset—our greatest defense—is the empowered, enlightened, engaged and educated Filipino people," he added.

Meanwhile, Recto discussed the need for strategic synergy across all sectors when dealing with national security issues.

He likewise commended the National Security Council (NSC) for aligning the National Security Strategy (NSS) 2024 with the Philippine Development Plan (PDP). — VDV, GMA Integrated News
