NAPOLCOM, DLSU ink deal for law students’ practical training in NAPOLCOM offices


The National Police Commission (NAPOLCOM) has partnered with the De La Salle University (DLSU) to strengthen the practical training of law students under the Clinical Legal Education Program (CLEP).

In a statement, NAPOLCOM chief and commissioner Rafael Vicente Calinisan said the partnership aims to help produce practice-ready lawyers grounded in integrity, discipline, and service to the public.

On Monday, the NAPOLCOM and De La Salle’s Student Success Center signed a memorandum of understanding (MOU) that will allow qualified DLSU law students to serve as externs in NAPOLCOM offices and gain supervised, hands-on exposure to public governance, administrative justice, and police oversight functions.  

The NAPOLCOM’s Legal Affairs Service will assign competent personnel to mentor and supervise the student-trainees, provide relevant training, and ensure meaningful engagement consistent with NAPOLCOM’s policies and mandate.

The MOU was signed by Calinisan and Dr. Ron Resurreccion, director of De La Salle’s Student Success Center.

Calinisan underscored the importance of investing in future legal professionals as a means of strengthening public institutions.

He added that internship opportunities in the NAPOLCOM are not limited to the legal profession and that its partnerships with academic institutions open doors for young people to serve the public.

“May pag-asa ang Pilipinas, may pag-asa na mayroong institusyon, may pag-asa na mayroong taong gobyerno na nandito sa NAPOLCOM na nagbibigay ng tulong at pag-asa sa ordinaryong mamamayan,” he said.

(There is hope for the Philippines, there is hope that there are institutions, there are civil servants here in the NAPOLCOM who give help and hope to ordinary Filipinos.)

For his part, Resurreccion assured DLSU’s commitment to the partnership, adding that their law students are excited to have their practicum in the NAPOLCOM.

“Dito sa NAPOLCOM ay makukuha din itong core values (Resiliency, Integrity, Professionalism, and Independence) at iko-combine dito sa core values namin dito sa De La Salle University na faith, service, and communion, ay ang ganda po kung lahat iyon ay mapag sama-sama ng mga estudyante namin,” he said.
