LTFRB: PUVs can operate once provisional authority is logged in online verifier

The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized drivers and operators of public utility vehicles (PUVs) to operate once a copy of their provisional authority (PA) is posted on the LTFRB’s online verifier.

In a statement on Sunday, LTFRB chairperson Vigor Mendoza II said this is in line with President Ferdinand Marcos Jr.’s directive to ensure efficiency in government service.

“We need the Provisional Authority to be uploaded first on the verifier system for the protection of the drivers and operators because in cases that they were flagged down, the enforcers can easily verify that they have legitimate papers to operate,” he said.

Normally, PUVs can only operate once a hard copy of the PA is secured.

But in the LTFRB Board Resolution 388, series of 2025, the waiting time is cut short since they can operate once the copy of PA is uploaded in the online verifier system.

The board resolution covers a significant number of PUVs that include jeepneys, buses, and Transport Network Vehicle Services.

Mendoza said this is part of the government agency’s strict compliance to Republic Act 11032 or the 2018 Ease of Doing Business and Efficient Government Service Delivery Act.

He added that online verification is also important amid the proliferation of fake PAs and Certificates of Public Conveyance (CPCs).

Through online validation, law enforcement agencies will be able to conduct an efficient crackdown against those using bogus PAs and CPCs, he added.

In October, Mendoza committed to fast track more than 37,000 backlogs on petitions, motions and applications upon assuming the post of LTFRB chair.

He stressed that addressing backlogs will also benefit commuters.

“With this decision, we are deploying more PUVs on the road for the benefit of the commuters and this is timely because of the expected influx of passengers for the holiday season,” he said. — JMA, GMA Integrated News
