BI deports Chinese fugitive alleged to be drug kingpin


The Bureau of Immigration (BI) has deported a Chinese fugitive who as arrested for allegedly operating a shabu laboratory in Taytay, Rizal.

BI Deputy Spokesperson Melvin Mabulac said Shi Chunfang, 40,  was deported to China following his arrest at his residence on December 14.

"Ang Chinese national na si  Shi Chunfang ay na-deport na kahapon after a debriefing with the Philippine National Police," Mabulac told PTV's Bagong Pilipinas Ngayon on Tuesday.

"Kasi previously sya ay ide-deport nang nalaman na may investigation na possible na magkaroon ng iba pang violation sa local laws... Nagbigay na ng clearance ang PNP na wala ng pananagutan ang Chinese national na ito dahil siya ay undocumented sa atin at fugitive sa China na pinaghahahanap dahil sa kasong kidnapping," Mabulac said.

(His deportation was cancelled before after we received information he may have violated other local laws. However, the PNP issued a clearance against the Chinese fugitive, who was considered an undocumented alien in the Philippines and was wanted in his country for kidnapping.)

He added: "Kahapon nagkaroon na ng deportation. Napaalis na sa bansa ang Chinese na ito".

(He was deported yesterday (Monday). This Chinese man has left our country.)

Shi, who was also found to be allegedly operating a methamphetamine or shabu lab in Taytay, was wanted by Chinese police for kidnapping and has a standing warrant issued by the Public Security Bureau of Jinjiang City in 2024.

The Chinese Embassy also informed the BI that his passport has already been cancelled, making him an undocumented alien. He was likewise the subject of a blacklist order issued in January, and a watchlist order in July for being an undesirable alien.  

Shi was scheduled to be deported last December 16 under the request of the Chinese Embassy. However, his deportation was cancelled to pave the way for the investigation and possible filing of local cases against him in the Philippines.

He was transferred to the BI detention facility in Muntinlupa City prior to his deportation. — Sundy Locus/RF, GMA Integrated News
