PNP to security guards: Drinking liquor on duty not allowed


The Philippine National Police (PNP) on Monday reminded personnel of private security service providers (PSSPs) and private security professionals (PSPs) of the prohibition on drinking liquor while on duty or reporting for duty while under the influence of liquor.

This was according to Memorandum Advisory No. 067-2025 dated December 29 issued by the PNP Supervisory Office for Security and Investigation Agencies (SOSIA).

The SOSIA is under the PNP Civil Security Group (PNP-CSG) and is the office that oversees PSPs and PSSPs.

The memorandum – which was issued ahead of the New Year celebration – cited “recurring incidents” in which PSPs, such as security guards, report for duty under the influence of alcoholic beverages or worse, drink liquor while on duty.

“All PSPs are reminded to strictly adhere to the professional conduct and ethical standards mandated under RA (Republic Act) No. 11917 (Private Security Services Industry Act) and its IRR (implementing rules and regulations),” the memorandum read.

It cited Section 236(6), Rule 52 of the IRR of RA 11917, which stated that “PSPs shall not drink intoxicating liquor immediately before and during their tour of duty nor use any dangerous drugs.”

The same IRR also directed PSPs to “always endeavor to deserve and worthy of the trust and confidence of the agency they represent and the client they serve.”

The SOSIA ordered PSSPs to “ensure that no PSP is deployed while under the influence of alcoholic beverages or prohibited drugs.”

“PSSPs must exercise strict monitoring and supervision over their personnel, as intoxication directly compromise alertness, judgment, and the safe performance of security duties,” the memorandum said.

The SOSIA warned that deploying PSPs while under the influence of alcohol is a violation of the IRR of RA 11917, with a corresponding penalty of suspension of one month and one day to six months, or a P500 to P1,000 fine. — JMA, GMA Integrated News
