Dizon denies he made insertions for flood control projects
Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Tuesday denied allegations that he made insertions for flood control projects under the Bases Conversion and Development Authority (BCDA).
"Public Works Secretary Vince Dizon categorically denies the baseless and malicious allegations made by Rep. Leandro Leviste regarding supposed 'insertions' or 'allocables'," the DPWH said in a statement.
“The BCDA, which Secretary Dizon formerly headed, has already issued a clear statement that it has no flood control projects that are funded through budget insertions, ‘allocable funds,’ or any discretionary source,” it added
The department questioned the timing of his allegations, citing recent reports of DPWH staff that Leviste forcibly took documents and copied files from a computer of former DPWH Undersecretary Catalina Cabral onto his own flash drive.
This came after Leviste released an alleged summary file of the 2025 DPWH budget supposedly provided to him by Cabral prior to her death.
Leviste has also denied the allegations against him.
Meanwhile, in its statement, the BCDA said that it does not receive or control discretionary funds and does not participate in budget insertions.
“All projects are financed only through approved government programs, released through the National Treasury, implemented under the General Appropriations Act, and governed by procurement laws and Commission on Audit rules,” the BCDA said.
According to the BCDA, its records are complete, traceable, and auditable.
“BCDA enforces zero tolerance for corruption through strict compliance with the law, multi-layered legal and audit review, standardized frameworks that limit discretion, and close coordination with oversight bodies, and welcomes fact-based review and investigation,” it said. —KG, GMA Integrated News
