PCG: Zero tolerance policy, sanctions vs indiscriminate firing amid New Year revelry


The Philippine Coast Guard (PCG) on Tuesday warned that it will enforce a zero tolerance policy against personnel who will engage in indiscriminate firing as it underscored the importance of public safety during the New Year celebrations.

In a statement, the agency reminded PCG personnel of the strict prohibition against the discharge of firearms during the revelry.

PCG commandant Admiral Ronnie Gil Gavan warned all PCG personnel that “indiscriminate or celebratory gunfire is a serious offense punishable under existing laws and regulations.”

Captain Noemie Cayabyab, PCG spokesperson, said personnel who will be found guilty of indiscriminately firing their guns shall face administrative and criminal sanctions.

Sanctions include dismissal from the service, forfeiture of benefits, and perpetual disqualification from holding public office.

“Offenders may also be charged under Republic Act No. 11926, which penalizes the willful discharge of firearms,” Cayabyab said.

The PCG underscored the principle of command responsibility, in which commanders are accountable for maintaining discipline within their respective units.

“The commanders of those personnel who will commit violations may likewise be subjected to appropriate administrative charges,” Cayabyab said.

She added that firearms are issued solely for official duties and lawful self-defense and must never be used for celebratory purposes.

“The indiscriminate firing of firearms poses a grave threat to public safety and undermines the PCG’s commitment to protecting lives and maintaining order,” Cayabyab said.

The PCG encouraged the public to report any incidents of indiscriminate firing to the nearest PCG unit or law enforcement agency to help ensure a safe and peaceful New Year celebration. 

Earlier, the Philippine National Police (PNP) also warned police officers not to fire their guns to welcome the New Year as the PNP will enforce a one-strike policy against violators. — JMA, GMA Integrated News
