DHSUD to issue socialized housing permits with complete docs in next 10 working days

The Department of Human Settlements and Urban Development (DHSUD) has ordered the release of licenses and registrations of socialized housing projects with complete requirements within the first 10 working days of 2026.

DHSUD Senior Supervising Undersecretary Sharon Faith Paquiz, concerned bureaus and Regional Offices were ordered to expedite the processing of the Certificate of Registration and License to Sell (CR/LS) for applications with complete requirements.

In a statement on Sunday, the DHSUD said this is “to ensure the sustained production and sale of socialized housing projects” for 2026 under the flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program and “trigger economic activities in the housing and real estate sector.”

“Natapos ng DHSUD ang taong 2025 na positibo, at bubuksan natin ang 2026 sa mas pinaigting na pagse-serbisyo sa ating mga stakeholders – mga homebuyers at private developers, alinsunod sa utos ni Pangulong Marcos Jr.,” said DHSUD Secretary Jose Ramon Aliling.

(The DHSUD ended 2025 on a positive note, and we will open 2026 with an improved service for our stakeholders – the homebuyers and private developers, in accordance with the directive of President Marcos Jr.)

“Dahil sa episyenteng pagtugon sa mga application ng development permits, CR/LS, mas mapapabilis na ang pag-issue ng mga CR/LS, mas maraming socialized housing projects sa ang magagawa ng private developers, kaya mas maraming pagpipilian para sa ating homebuyers,” he added. 

(Because of the efficient response to the applications for development permits, CR/LS, we can now expedite the issuance of the CR/LS, and our private developers can construct more socialized housing projects. This means our homebuyers have more options.)

The DHSUD Secretary stressed that the expedited issuance of the CR/LS will only apply to compliant private developers based on existing laws, rules and regulations.

Aliling said only applications with complete requirements will be released within the first 10 working days of 2026.

“Alinsunod po ito sa utos ni Pangulong Marcos Jr. na mas pabilisin at linisin ang proseso sa pabahay, palawakin pa ang Expanded 4PH Program upang mas maraming pamilyang Pilipino pa ang matulungang magkaroon ng sariling tahanan na disente, ligtas at abot kaya,” he said.

(This is in accordance with the order of President Marcos Jr. to hasten and streamline the process for socialized housing, further expand the Expanded 4PH Program so that more Filipino families can have their own home that is decent, safe, and affordable.)

“Asahan po ninyo ang mas pinaigting na pagsusumikap mula sa buong DHSUD upang mas mapabuti pa namin ang serbisyo pabahay ngayong 2026,” Aliling added.
