Bong Revilla submits counter-affidavit on flood control complaint

Former Senator Bong Revilla submitted Monday his counter-affidavit at the Department of Justice (DOJ) in connection with a second complaint over a flood control project, his spokesperson said.

“He filed his counter-affidavit to directly address the baseless allegations raised against him,” Atty. Francesca Lourdes Señga said in an ambush interview.

Señga said the complaint is based on “incredible and incompetent” evidence.

“In fact, it’s based on hearsay and it comes from an incredible, unbelievable, and unreliable source,” she said.

“You know, even my students in law school would know that a complaint cannot be based on allegations that do now show the acts and omissions constituting the elements of the crimes charged,” she added.

According to lawyer Mon Esguerra, a collaborating lawyer in the complaint, said all the witnesses are incredible as their statements are allegedly contradictory and are not based on their personal knowledge.

“Halimbawa, galing kay Usec. Bernardo. Sinabi kay Alcantara. Si Alcantara sinabi dito, sinabi doon, sinabi doon sa baba, and then pabalik, etc. etc. So pinaniwalaan nila kung anong sabi sa baba pero ang pinagbabasehan lang, pinagbabatayan ‘yung listahan ng projects,” he said.

(For example, it came from Usec. Bernardo. He told Alcantara. Alcantara told this one here, told that one there, told those below, and then back again, etc. etc. So they believed whatever those below said, but what they were basing it on, what they relied on, was just the list of projects.)

Former Public Works Undersecretary Roberto Bernardo previously accused Revilla of receiving 25% worth of commissions of flood control projects, a claim that the former senator has denied.

For Señga, the complaint was seemingly filed against Revilla to harass him.

“’Yung mga ganitong complaint na fina-file na walang batayan ay para bang finile lang para mang harass o mang abala ng isang indibidwal,” she said.

(These kinds of complaints that are filed without basis are as if they were filed merely to harass or inconvenience an individual.)

In December 2025, Revilla also filed his counter-affidavit over a complaint for violation of the Anti-Graft and Corrupt Practices Act involving SYMS Construction. — RSJ, GMA Integrated News
