NCDA seeks expansion of unified PWD ID system to over 1,600 LGUs 


The National Council on Disability Affairs (NCDA) said on Wednesday that it is aiming to roll out the unified Persons with Disability (PWD) ID system to more than 1,600 local government units. 

NCDA spokesperson Walter Jason Alava said the unified PWD ID system was first rolled out in the second half of 2025. A total of 572 localities have so far registered and undergone training for the ID system, he noted. 

“Yung third and fourth quarter natin, doon po yung pilot roll out natin. At the same time, sa fourth quarter natin last year, nagkaroon na po tayo ng regional rollouts or clustered rollouts,” he said in “Bagong Pilipinas Ngayon.” 

(Our pilot rollout took place during the third and fourth quarters. At the same time, in the fourth quarter of last year, we conducted regional or clustered rollouts.) 

“Up to date po, mayroon po tayong 572 na LGUs na nakapag-register na po at nakapag-undergo ng training natin with our unified ID system ng ating persons with disabilities,” Alava added. “Ang ginagawa po ng NCDA ngayon is mabuo talaga yung lahat ng 1,600 LGUs natin na gumamit po ng ating system po.” 

(To date, we have 572 LGUs that have registered and undergone our training for the unified ID system for persons with disabilities. What the NCDA is doing now is working to get all 1,600 of our LGUs to actually use the system.) 

The NCDA official also said that there is a mechanism where PWDs living in remote areas or have no access to the internet may still input their details offline and these will be automatically uploaded to the system once there is a connection. 

Further, the NCDA said the PWD ID features a QR code which links to a portal that verifies the owner. 

“Kapag nag-scan ka na sa QR code, didiretsyo sa portal at mave-verify yung persons with disability natin,” said Alava. 

(Once you scan the QR code, it will go straight to the portal and our persons with disability will be verified.) 

“The main reason why magkaroon po ng unified ID po is because of the proliferation of fake IDs…Ang nangyari, walang verification system. To address the emergency po, nag-create tayo ng unified ID system sa ating mga persons with disabilities.”
