Brice Hernandez denies recantation of flood control testimony — lawyer
The camp of former Department of Public Works and Highways engineer Brice Hernandez on Monday denied that he will recant his testimony on anomalous flood control projects, according to Isa Umali’s report on Super Radyo dzBB.
Atty. Ernest Levanza, Hernandez’ legal counsel, reportedly said that the alleged recantation is not true.

Levanza did not give further details but said that matters may be clarified during the resumption of the Senate Blue Ribbon Committee hearing on January 19.
Meanwhile, Blue Ribbon Committee chairperson Panfilo “Ping” Lacson said that the committee will discuss the reported recantation during the hearing.
He also warned that individuals who recant may be held liable for perjury as their testimonies were made under oath.
The issue came amid allegations that former DPWH District Engineer Henry Alcantara recanted his testimony.
Justice spokesperson Polo Martinez has said that it has not received or reviewed any affidavit from Alcantara retracting his statements.
He was asked to clarify a report that Alcantara filed a counter-affidavit denying his involvement in the flood control scheme. He said “there is nothing provided in the counter-affidavits that he [Alcantara] retracted any of his previous statements.”
In September 2025, Alcantara already denied his involvement in ghost flood control projects. Alcantara admitted to using and awarding projects to in-house contractors but said that he never told them to do ghost projects. — RF, GMA Integrated News
