LTO: E-driver's license is valid, may be used during a traffic violation or inspection


The Land Transportation Office (LTO) has announced that digital license issued by the Land Transportation Management System (LTMS) is fully recognized as valid identification of drivers.

The order, according to LTO's social media post, is based on DOTr Department Order No. 2023-015 that was issued in 2023.

"Maaaring ipakita ang digital na lisensya sa mga awtoridad tuwing may nakatakdang inspeksyon ng trapiko o kapag nahuli sa paglabag sa batas trapiko, at ito ay siyang pamalit sa pisikal na card," the LTO said.

(The digital license can be presented to authorities during scheduled traffic inspections or when caught violating traffic laws, and it replaces the physical card.)

LTO Chief Assistant Secretary Markus V. Lacanilao underscored that law enforcers of LTO and their deputized agents have to accept e-driver’s license on two conditions:

“Kung ikaw ay hihinto dahil sa paglabag sa batas trapiko o sasailalim sa nakatakdang inspeksyon at wala kang dalang pisikal na lisensya, maaari mong ipakita ang iyong e-driver’s license sa pamamagitan ng LTMS portal”, ani Asec Lacanilao.

(If you are stopped for a traffic violation or are undergoing a scheduled inspection and you do not have a physical license with you, you can present your e-driver’s license through the LTMS portal.)

The LTO underscored that only the official digital version of the driver's license that can only be accessed via the personal LTMS account of the driver.

Law enforcers will not recognize other digital ID's, screenshot or photocopy of licenses.

"Ang e-driver’s license ay awtomatikong makukuha ng mga driver kapag nag-aaplay para sa bagong lisensya o nagre-renew ng kasalukuyang lisensya sa pamamagitan ng LTMS portal. Maaari itong ma-access sa pamamagitan ng LTMS platform o sa eGovPH digital services portal," the LTO also said.

(The e-driver’s license will be automatically obtained by drivers when applying for a new license or renewing an existing license through the LTMS portal. It can be accessed through the LTMS platform or the eGovPH digital services portal.) — BAP, GMA Integrated News
