ICI unable to resume ops after commissioners’ resignations
The Independent Commission for Infrastructure (ICI) on Friday said it is unable to resume its official operations following the resignation of its two commissioners, leaving only ICI chairperson Justice Andres Reyes as the sole member.
In a statement, the ICI said Executive Order No. 94 provides that the commission is composed of the chairperson and two members.
“As a collegial body, the ICI may take official action only with the approval of a majority of its members,” it said.
“Consequently, following the resignation of its two commissioners, the Commission is unable to resume its official operations until a quorum is restored,” it added.
Former commissioner Rogelio “Babes” Singson resigned for health and security reasons in December 2025 while former commissioner Rossana Fajardo said she has completed the work she set out to accomplish.
ICI special adviser Rodolfo Azurin Jr. previously said that the commission cannot yet make any referrals due to a lack of commissioners.
“In the meantime, the Commission continues to process, organize, document, and safeguard all records and evidence in its custody,” it said.
According to the ICI, it has filed eight referrals with the Office of the Ombudsman, excluding joint referrals with the Department of Public Works and Highways, against almost 100 individuals. —AOL, GMA Integrated News
