Who is Jett Nisay, the lawmaker who endorsed impeach rap vs. President Marcos
Pusong Pinoy party-list Rep. Jernie “Jett” Nisay breathed life to the first impeachment complaint filed against President Ferdinand "Bongbong" Marcos, Jr. when he endorsed the complaint filed by Atty. Andre de Jesus on Monday.
Under the Constitution, an impeachment complaint would reach a verified status if it is endorsed by at least one of the members of the House of Representatives.
Nisay became a member of the House in 2022.
De Jesus argues that the President should be impeached due to betrayal of public trust and culpable violation of the Constitution, among others, due to the following alleged acts:
- ordering and enabling the kidnapping and surrender of former President Rodrigo Duterte to the International Criminal Court
- being a drug addict whose condition impairs his judgment and leadership
- failed to veto unprogrammed appropriations and other unconstitutional provisions of the national budget for 2023, 2024, 2025, and 2026
- benefitting from kickbacks arising from budget insertions and ghost flood control projects, and
- creation of the Independent Commission for Infrastructure to shield corrupt allies.
But seven weeks before of the endorsement, Nisay has also been linked to the flood control mess.
In November 2025, the ICI and Department of Public Works and Highways recommended to the Ombudsman to investigate former Ako Bicol Rep. Zaldy Co and seven House members including Nisay.
“These so-called cong-tractors are those members of Congress or their partners or family members who own construction firms that receive project awards or obtain contracts from the DPWH,” ICI chairperson Andres Reyes Jr. said.
JVN Construction and Trading, which the ICI said is a sole proprietorship owned by Nisay, was awarded three projects amounting to P73.7 million.
Likewise, Nisay is a member of the Interparliamentary Alliance on China or IPAC. The organization describes itself as a not-for-profit organization whose members "take pride in independence, political diversity and ability to bring about change."
The same information sheet says IPAC “rely on the contributions of individual partners and private foundations who share our vision.”
Nisay’s profile on IPAC website also states that he began his public service as a barangay chairperson of Cupang West, Balanga City, Bataan at 23 years old before serving for three consecutive terms as a city councilor.
“During his tenure, he authored health-focused ordinances such as the Tobacco-Free Generation and co-founded Tobacco-Free Generation Pilipinas,” Nisay’s IPAC profile stated.
Nisay also previously served as chief of staff of Bataan’s 2nd District Rep. Joet Garcia.—AOL, GMA Integrated News
