Bong Revilla surrenders amid arrest warrant for flood control mess
Former Senator Ramon “Bong” Revilla Jr. on Monday night surrendered to the Philippine National Police’s Criminal Investigation and Detection Group (PNP-CIDG) amid the Sandiganbayan Third Division’s issuance of an arrest warrant against him over an alleged P92.8 million ghost flood control project in Pandi, Bulacan.
According to a report by Super Radyo dzBB’s Rod Vega, Revilla arrived at Camp Crame in Quezon City at around 9:58 p.m. Monday.

Earlier in the day, the anti-graft court’s Third Division issued an arrest warrant and HDO against Revilla and several former officials of the Department of Public Works and Highways (DPWH) for malversation over an alleged ghost flood control project in Pandi.
Aside from Revilla, other respondents in the case include:
- former DPWH Bulacan First District Engineering Office (DEO) assistant district engineer Brice Hernandez
- former DPWH Bulacan First DEO Engr. Jaypee Mendoza
- former DPWH Bulacan First DEO Engr. Arjay Domasig
- former DPWH Bulacan First DEO Engr. Emelita Juat
- former DPWH Bulacan First DEO finance section chief Juanito Mendoza, and
- DPWH Bulacan First District Engineering Office cashier Christina Pineda.
The National Bureau of Investigation (NBI) on Monday evening served arrest warrants against Hernandez and Mendoza at the Senate.
The two were arrested while attending a hearing of the Blue Ribbon committee in the Senate, where they have been detained since last year after being cited for contempt by senators.
NBI agents escorting the two individuals left the Senate premises past 8 p.m. They were reportedly brought to the NBI office in Pasay City.
'Lack of due process'
According to a separate “Saksi” report by EJ Gomez on Monday night, Revilla arrived at around 9:57 p.m. and was accompanied by his wife, Cavite 2nd District Rep. Lani Mercado Revilla and his sons, Cavite 1st District Rep. Jolo Revilla and Agimat Party-list Rep. Bryan Revilla.
The report said security was tight at the PNP headquarters following the surrender of the former senator.
PNP acting chief Police Lieutenant General Jose Melencio Nartatez Jr. later spoke to reporters gathered outside the CIDG office and confirmed that Revilla indeed surrendered to authorities.
Booking, documentation procedures
In a statement issued late Monday night, the PNP once more confirmed Revilla’s surrender to authorities and said the CIDG was “immediately summoned” to serve the arrest warrant against him.
“The warrant was duly implemented, and the former senator was formally informed of the nature of his arrest and his constitutional rights,” the PNP said.
Revilla is now undergoing standard booking and documentation procedures under the CIDG’s custody, including the required medical examination in accordance with existing rules and protocols.
Prior to turning himself in, Revilla spoke to his supporters via Facebook Live and expressed his frustration over what he called the “lack of due process” that led to the issuance of an arrest warrant and hold departure order (HDO) against him.
He said he was sad that there seemed to be no due process but vowed to face the charges without fear, adding that he is confident that the Lord will not abandon him amidst his innocence.
