Consumer fraud topped cybercrime complaints in 2025 — CICC

The Cybercrime Investigation and Coordinating Center (CICC) on Thursday said consumer fraud was the most reported cybercrime in the Philippines for 2025, accounting for 35% of total complaints.

This figure comes from CICC’s Cybercrime Complaint Center, which recorded 18,633 complaints from more than 13,000 individuals in 2025.

Consumer fraud logged a total of 6,453 complaints.

This was followed by online fraud with 4,243 complaints (23%), online harassment with 2,160 complaints (11%), and identity theft with 1,626 complaints (9%).

CICC also reported that in 2025, losses from consumer fraud, online fraud, hacking, and phishing amounted to P418.187 million.

During a press conference, CICC Undersecretary Renato Paraiso said recorded cybercrime cases nationwide declined by 38%.
