No Cabinet revamp, Palace says

There will no longer be a revamp within the Cabinet of the Marcos administration, Palace Press Officer Undersecretary Claire Castro said Friday.

Castro made the remarks after Senator Rodante Marcoleta on Wednesday questioned why the Commission on Appointments (CA) had not yet received the appointment letters for at least eight acting Cabinet secretaries.

Marcoleta flagged the delays in the CA scrutiny of the acting secretary and said if the appointments of the government officials are withheld, “the constitutional safeguard is effectively destroyed.”

"Natanong po natin ang Pangulo kanina – wala na pong rigodon, at ang mga pangalan po ay isusumite sa Commission on Appointments the soonest possible," Castro said at a Palace briefing.

(We asked the President earlier. He said there will be no revamp and the names of the acting secretaries will be submitted to the CA as soon as possible.)

According to Marcoleta, the following government agencies are still being led by acting secretaries who have not yet undergone CA scrutiny and confirmation:

  • Office of the Executive Secretary
  • Department of Finance
  • Department of Public Works and Highways
  • Department of Justice
  • Department of Budget and Management
  • Department of Environment and Natural Resources
  • Department of Transportation
  • Presidential Communications Office

Meanwhile, Castro said the leadership of Environment Secretary Raphael Lotilla is under review after he was bypassed by the CA for the third time.

"Ang nasabi po ay nagkaroon na po ng pangatlo na pag-bypass sa kaniyang appointment so tinitingnan po iyong records ngayon ng Pangulo at ng PMS at tingnan po natin kung ano po ang magiging update tungkol dito," said Castro.

Lotilla, who previously served as Energy chief, replaced ex-Environment Secretary Maria Antonia Yulo-Loyzaga, who resigned in May 2025. — RSJ, GMA Integrated News
