Flood control scandal: Malacañang to review ICI report
Malacañang will review the 125-day accomplishment report of the Independent Commission for Infrastructure (ICI) on the flood control scandal, Palace Press Officer Undersecretary Claire Castro said Monday.
"Sa ngayon po ay naibigay na po sa Office of the Executive Secretary (OES) at sa ngayon ay aaralin pa po," Castro told reporters during a Palace briefing.
(The report had been submitted to the OES and will be reviewed.)
The ICI submitted its report to the Office of the President (OP) on Friday, highlighting its accomplishments since it began operations in September 2025.
In a statement, the commission noted that from September 15, 2025 to January 18, 2026, it was able to submit nine referrals to the Office of the Ombudsman, covering 65 individuals.
The ICI also coordinated the referral of another set of 66 individuals to the Department of Justice for the issuance of immigration lookout bulletin orders.
Among the big names that the ICI recommended to be charged over the anomalies in flood control projects were former senator Bong Revilla Jr., Senators Joel Villanueva and Jinggoy Estrada, and former Ako Bicol Representative Zaldy Co.
Asked whether President Ferdinand Marcos Jr. has communicated with the ICI on the report, Castro said she has yet to receive any updates aside from the confirmation it had been submitted to the OES.
In January, Malacañang said Marcos Jr. is still waiting for the report, echoing the President's remarks that the fate of the commission would be decided after its submission.
Marcos previously said the work of the ICI is about to be finished, adding that it already investigated what needs to be probed in the anomalous flood management projects. — RSJ, GMA Integrated News
