LTO to issue temporary registration docs amid security paper shortage

The Land Transportation Office (LTO) has authorized the issuance of temporary certificates of registration (CRs) for vehicles as provisional documents amid a shortage of security paper for the agency’s official certificates of registration.

In a statement, the LTO said the limited supply of security paper is due to delivery delays and that it is “actively working to resolve this issue as quickly as possible.”

The agency issued Memorandum Circular No. MVL-2026-4911 dated February 16 on the issuance of temporary CRs for motor vehicles (MV), motorcycles (MC), and trailers (TRL) as provisional documents to “ensure the uninterrupted delivery of public service and maintain operational continuity.”

“Pending the availability and distribution of security paper CR, all concerned offices are authorized to issue temporary CR for MV/MC/TRL transactions, the temporary CR which shall serve as provisional document until the official CR printed on security paper becomes available,” the issuance said.

The directive covers all new registration units (NRUs), authorized district offices (ADOs), and district/extension offices that process new registration and miscellaneous transactions concerning the said vehicles.

The temporary CR shall be printed on A4 bond paper and will be stamped with “Temporary CR.” The reprinting of the temporary CR is strictly prohibited.

Once the security paper is available, the LTO shall prioritize the printing and release of the official CR to motorists who were issued with temporary CRs.

“Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs,” the LTO said. — JMA, GMA Integrated News
