NAPOLCOM’s Calinisan files criminal raps vs vlogger Francis Leo Marcos
National Police Commission (NAPOLCOM) Vice Chairperson and Executive Officer Rafael Vicente Calinisan on Tuesday filed criminal complaints for unjust vexation and cyber libel against Norman Mangusin, also known as Francis Leo Marcos.
In a statement, NAPOLCOM said Calinisan lodged the complaint before the Quezon City Hall of Justice as a “responsible public official and Filipino citizen.”
This move is anchored on accountability and not personal grievance, the NAPOLCOM added.
“Huwag niyang maliitin ang hakbang na ito. Hindi ito simpleng usapin ng unjust vexation. Ito ay laban para sa mga OFW at karaniwang Pilipinong niloko at nawalan ng pinaghirapang pera,” Calinisan said.
(Mangusin should not underestimate this move. This is not a simple matter of unjust vexation. This is a fight for OFWs and ordinary Filipinos who were tricked and lost their hard-earned money.)
“Ginamit niya ang kanyang impluwensiya bilang sandata para manira at manamantala. Hindi kami titigil hangga’t hindi naipapakita ang tunay na pananagutan,” he added.

Calinisan was joined by Land Transportation Office (LTO) chief Assistant Secretary Markus Lacanilao, who is also planning a separate criminal complaint against Mangusin.
GMA News Online has sought comment from Mangusin but he has yet to respond as of posting time.
Mangusin was arrested on February 24 by the Philippine National Police - Criminal Investigation and Detection Group (PNP-CIDG) in a hotel in Pasay City in connection with an unjust vexation case.
Authorities also noted Mangusin’s alleged involvement in unauthorized use of a police uniform, as well as the reported use of multiple names, passports, and birth certificates.
Authorities also flagged the presence of unauthorized security personnel linked to the vlogger.
He was released from Pasay City jail on February 28 after posting P120,000 bail. — BAP, GMA Integrated News
