IBP, Senior Citizens Party sign MOA on legal aid for seniors

The Integrated Bar of the Philippines (IBP) and the Senior Citizens Party-List on Monday signed a memorandum of agreement (MOA) for a nationwide legal assistance program for senior citizens.

In a statement, the IBP said the program will provide free legal advice, representation in appropriate cases, legal education, and coordinated referrals through its chapters across the country.

IBP National President Allan Panolong represented the organization, while Senior Citizens Party-List Representative Rodolfo Ordanes signed on behalf of the group.

“This MOA is a bridge—between need and remedy, between denial and rightful claims, between silence and lawful action,” Panolong said.

He added that legal assistance should not be treated as a privilege.

“It is not an act of discretion. It is a matter of access to justice—an essential pathway to fairness,” he said.

The IBP also acknowledged the leadership of the National Commission of Senior Citizens chairperson Ma. Merceditas Gutierrez.

“More than a ceremonial milestone, today’s signing marks the beginning of sustained collaboration anchored in the rule of law, grounded in human dignity, and committed to making justice accessible where it matters most,” the IBP said.—MCG, GMA News
