PH hosts 1st ASEAN Bar Leaders' Summit, pushes regional legal cooperation
Bar associations from Southeast Asia have gathered in Manila for the ASEAN Bar Leaders’ Summit, marking the first time the Philippines has hosted the event.
Delegates from Brunei Darussalam, Cambodia, Indonesia, Malaysia, Singapore, and Vietnam joined their Filipino counterparts, through the Integrated Bar of the Philippines (IBP) for a four-day dialogue on legal cooperation at the EDSA Shangri-la in Mandaluyong City.
“The purpose of which is actually to foster strong collaborations cooperations and support among bar associations and bar societies. As we all know the legal profession or yung propesyon ng abogasya is a dynamic one. We are now in the technological advancements, so may cross border crimes tayo brought about by digital advancement, so we need to foster collaboration, knowledge sharing also is very important,” IBP National President Atty. Allan Panolong said.
According to IBP, this year’s summit strives to accomplish the following core objectives:
• Sustain Justice Through Cooperation — Establish and maintain collaborative frameworks ensuring the consistent application of justice across regional borders.
• Strengthen the ASEAN Legal Community — Build a more coherent, responsive, and interconnected network of national bar associations and law societies.
• Align Institutional Purpose — Promote a continuation of shared goals among legal institutions within the ASEAN Region, ensuring a unified approach to regional legal challenges.
• Foster Judicial Leadership — Reflect on the enduring role of the judiciary and the Bar in upholding duty and discipline within a developing regional order.
• Enhance Regional Integration — Facilitate the exchange of knowledge and best practices, contributing to a more integrated and harmonized legal landscape across the ASEAN Region.
Chief Justice Alexander Gesmundo, delivering the keynote address, underscored that today’s legal challenges transcend national boundaries, from business to technology to rights protection.
He emphasized that alliance among ASEAN law associations is crucial in today's world.
“This year’s Summit, convened under the theme “A Continuum of Collaboration: Sustaining Justice and Strengthening the ASEAN Legal Community,” fittingly underscores the importance of working together across jurisdictions. In this context, collaboration among our law associations is no longer simply advantageous; it has become essential,” the Chief Justice said.
The summit also tackled for the first time a draft constitution for a proposed ASEAN Federation of Bar Associations — a move that, if realized, would mark the establishment of a formally constituted regional legal body in Southeast Asia.
“We are working it out ngayon ma-formalize na ang regional bar na ‘yon, association, federation so that sustaining ang mga programs namin. Kasi as of this moment we only have a memorandum of understanding between the ASEAN member states. As far as federating it, ngayon natin sisimulan,” the IBP National President said.
Panolong pointed out that such a federation would make it easier to help Filipinos facing legal issues in our neighboring countries.
“We have so many members of our Filipino community who are actually in the ASEAN neighboring countries... May employment, yung iba mayroong business transactions. If we will have a... magkaroon ng cross-border practice especially for pro bono cases, mga kababayan natin in an ASEAN country say for instance Malaysia, kailangan nila ng legal support so with the strong relationship with the Malaysian bar and Integrated bar of the Philippines pwede nating ma-facilitate yun,” Atty. Panolong explained.
The use of artificial intelligence in the legal profession and judicial processes was also part of the discussion.
Senior Associate Justice Marvic Leonen, one of the summit’s lecturers, cautioned that while AI can ease judicial tasks, it must never replace human judgment. He underscored the Philippines’ push for “Human-Centered Augmented Intelligence”—technology designed to supplement, not supplant, human reason and discretion. —RF, GMA News
