Rafael Dumlao transferred to New Bilibid Prison — CIDG

Former police official Rafael Dumlao, convicted in the 2016 kidnapping and killing of South Korean businessman Jee Ick Joo, was transferred to the New Bilibid Prison in Muntinlupa City on Wednesday.

Dumlao was previously detained at the Philippine National Police Custodial Center at Camp Crame, Quezon City.

In a statement, the PNP’s Criminal Investigation and Detection Group (CIDG) said the transfer was based on the June 9 order from the Court of Appeals.

“On June 10, 2026, the CIDG commits the convicted accused - dismissed Police Lieutenant Colonel Dumlao III, to the New Bilibid Prison (NBP), Bureau of Corrections, Muntinlupa City by virtue of Mittimus Order issued by Court of Appeals, Manila dated June 9, 2026,” it said.

“The convicted accused was duly received by the Reception and Diagnostics Center (RDC) of the New Bilibid Prison,” it added.

The CIDG sent blurred photos of Dumlao being brought to the NBP.

Dumlao was convicted in connection with the kidnapping, extortion, carnapping, and killing of Jee Ick Joo, a South Korean businessman who was abducted and slain inside Camp Crame in October 2016.

In September 2024, the Court of Appeals reversed a lower court decision, found Dumlao guilty, sentenced him to reclusion perpetua, and ordered his immediate arrest without bail.

On June 30, 2025, the Supreme Court denied Dumlao’s petition and other legal remedies, effectively affirming the conviction and exhausting all available judicial recourse, Remulla added.

A P1 million reward was offered for Dumlao’s arrest.

Dumlao was arrested on Tuesday in Pasong Tamo, Quezon City. — RSJ, GMA News
