DOLE, TESDA launch 'graduation system' linking skills training to jobs, livelihood

The Department of Labor and Employment (DOLE) and the Technical Education and Skills Development Authority (TESDA) have signed a supplemental joint memorandum circular aimed at creating a stronger pathway from skills training to employment and entrepreneurship.

Labor Secretary Francis Tolentino and TESDA Director General Jose Francisco “Kiko” Benitez signed the agreement on Tuesday, institutionalizing what officials described as a “graduation system” that connects skills training, job placement, and livelihood assistance.

According to DOLE, the mechanism seeks to help beneficiaries move beyond short-term assistance by linking them to sustainable economic opportunities through employment and enterprise development programs.

Tolentino said the initiative aims to expand opportunities, particularly for young Filipinos seeking skills training and future livelihood options.

“Ang ating ginagawa po dito ay pagsasanib-puwersa ng isang pamilyang ahensya na magbibigay ng isang malawakang oportunidad sa mga Pilipino, lalo-lalo na sa mga kabataan, na magkaroon ng pagkakataon na makapag-sanay, at balang araw ay magkaroon din ng negosyo,” Tolentino said.

(What we are doing here is uniting agencies to provide broader opportunities for Filipinos, especially the youth, to acquire skills training and eventually establish their own businesses.)

DOLE said the supplemental circular strengthens coordination between the two agencies in providing training, employment facilitation, and livelihood support to beneficiaries.

As part of the activity, Tolentino also visited TESDA facilities and training centers, including workshops for welding and mechatronics, as well as the TESDA Women’s Center.

The agreement forms part of government efforts to improve workforce development and help trainees transition from skills acquisition to gainful employment or entrepreneurship opportunities. —Sherylin Untalan/RF, GMA News
