OVP receives unmodified COA opinion for calendar year 2025

The Office of the Vice President (OVP) has received an unmodified opinion from the Commission on Audit (COA) for calendar year 2025, the fourth consecutive year the agency has received the highest audit opinion from the state auditors.

In a statement issued Thursday, the OVP cited COA’s 2025 Annual Audit Report, which stated that the agency’s financial statements were fairly presented in accordance with applicable accounting and financial reporting standards.

“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of OVP as at December 31, 2025, and its financial performance, cash flows, changes in net assets/equity, and comparison of budget and actual amounts for the year then ended,” COA said in its report.

The OVP also reported a 92.32% budget utilization rate for its 2025 appropriations under the General Appropriations Act.

An unmodified opinion, also referred to as an unqualified opinion, is issued when an auditor concludes that an agency’s financial statements are presented fairly, in all material respects, in accordance with the applicable financial reporting framework.

According to the OVP, this is the fourth consecutive year that it has received an unmodified opinion under Vice President Sara Duterte’s administration.
