Marcos OKs FY 2024 performance-based bonus release
President Ferdinand Marcos Jr. has approved the release of the Fiscal Year (FY) 2024 Performance-Based Bonus (PBB) for qualified government agencies and employees.
The Department of Budget and Management (DBM) published Resolution No. 2026-1, dated July 2, 2026, and Memorandum Circular (MC) No. 2026-1, dated July 3, 2026, detailing the newly streamlined implementation rules issued by the Technical Working Group (TWG) under Executive Order (EO) No. 61.
At a press briefing on Thursday, Presidential Communications Undersecretary Claire Castro said the 2024 PBB will be processed and disbursed to covered government workers within this year.
The Palace official added that the funding for the PBB has already been provided under the Fiscal Year 2026 General Appropriations Act (GAA).
"Ang pondo para dito ay nakapaloob sa Fiscal Year 2026 General Appropriations Act,” said Castro.
(The funding for this is already included in the Fiscal Year 2026 General Appropriations Act.)
The PBB acts as an incentive on top of standard across-the-board benefits like the Productivity Enhancement Incentive (PEI), midyear/yearend bonuses, and the annual cash gift.
Personnel funded under the Personnel Services allocation—including regular, contractual, and casual positions—across the following branches are covered:
- Executive Branch: National government agencies, state universities and colleges (SUCs), government-owned or -controlled corporations (GOCCs), and local water districts (LWDs).
- Local Government: Local government units (LGUs).
- Independent Branches/Bodies: Congress, the Judiciary, Constitutional Commissions, the Commission on Human Rights, and the Office of the Ombudsman.
Moreover, sub-guidelines will be customized and issued by the Department of the Interior and Local Government for LGUs, Governance Commission for GOCCs for GOCCs, and Local Water Utilities Administration for local water districts in coordination with the EO 61 TWG.
Under the latest DBM guidelines, an agency's eligibility is determined by a 100-point scoring system across four accountability dimensions, namely:
- Performance Results (25 points): Accomplishing Congress-approved targets under the FY 2024 General Appropriations Act
- Process Results (25 points): Improving ease of transactions through digitization and process reengineering
- Financial Results (25 points): Actual budget spending against committed projects
- Citizen/Client Satisfaction Results (25 points): Split equally (12.5 points each) between resolution rates in the #8888 Hotline and the Contact Center ng Bayan (CCB)
To qualify for the top-up bonus, an agency must achieve an overall score of at least 70 points.
The resolutions also included an “accountability clause” that if an agency scores lower than a rating of four out of five in any specific criterion, the specific units and individuals (including the unit head) responsible for that deficiency will be isolated and strictly excluded from receiving the FY 2024 PBB. —RF, GMA News
