Marcos appoints Joey Salceda as legislation secretary

President Ferdinand "Bongbong" Marcos Jr. has appointed former Albay governor Joey Salceda as secretary of the Presidential Legislative Liaison Office (PLLO).

This marks Salceda's return to the Cabinet following his tenure as economic adviser, and Presidential Chief of Staff during the Arroyo administration in 2007.

"I thank President Marcos for the trust and confidence. And I thank the Executive Secretary for his guidance. The most important resource of this administration is time. And with precious time and enduring support for the President in Congress, I humbly accept the immense challenge of passing the remaining major items of the President's policy agenda," said Salceda in a statement.

Prior to his return to the executive department, Salceda served for three terms as Albay 2nd district representative from 2016 to 2025. Prior to this, he represented Albay's 3rd district from 1998 to 2007.

As a member of the House of Representatives, Salceda chaired the Appropriations, Ways and Means, Economic Affairs, and Trade and Industry Committees.

Following his stint as a lawmaker, Salceda attempted to return as Albay governor in the 2025 midterm elections, but lost to another former provincial governor, Noel Rosal.

Salceda was a former student of former President Gloria Macapagal Arroyo.

"The mandate given to me is to reform and transform the PLLO into a genuine policy office of the President. This administration has been uniquely open to the best ideas from the people. I humbly invite the country's best minds, especially young people, to share with us your time, your talents, and your energies towards this undertaking," Salceda added.

A cum laude graduate of BS Management Engineering from the Ateneo de Manila University in 1982, he became a United States Agency for International Development (USAID) scholar and obtained a Master in Business Management degree at the Asian Institute of Management. — VDV, GMA News
