DICT reshuffles key officials; Palace confirms termination of 2 execs
The Department of Information and Communications Technology (DICT) has revamped several of its key executives as Malacañang confirmed the reported termination of two senior officials of the agency.
DICT Secretary Henry Aguda issued Department Order No. HRA-020, series of 2026, on August 10, designating new Officers-in-Charge (OICs) and reassigning key personnel to fill a leadership vacuum.
The reassignments came amid the reported termination of Undersecretary for Special Concerns Christina Faye Condez-De Sagon and Assistant Secretary for Regional Development June Vincent Manuel Gaudan.
In a message to reporters, Presidential Communications Undersecretary Claire Castro confirmed the axing of the two DICT executives.
“Confirmed,” Castro said. She did not elaborate.
The latest DICT department order designates Director Maria Teresa Magno-Garcia as OIC Chief-of-Staff of the Office of the Secretary in a concurrent capacity.
In this role, she is authorized to oversee day-to-day administrative and operational functions, exercise oversight over all bureaus and project teams, and maintain direct control over the Internal Audit Service.
Additionally, the International Cooperation Division and Legislative Liaison Division have been placed directly under the Office of the Secretary.
Assistant Secretary Christian Mark Guingcangco has been appointed as OIC Undersecretary for Special Concerns, taking over the portfolio previously held by Condez-De Sagon.
He will act as the primary coordinator for all attached agencies and exercise direct supervision over the Infostructure Management Bureau, Free Public Internet Access Program, Regional Offices, and the Postal Regulation Division.
Director Emmy Lou Delfin has been named OIC Assistant Secretary for Regional Development, assuming the role vacated by Gaudan, serving under the direct control and supervision of OIC Undersecretary Guingcangco.
Meanwhile, Undersecretary Leonido Pulido III has been designated as Vice-Chairperson of the Organizing Committee and Chairperson of the ASEAN Technical Working Group.—LDF, GMA News
