Police fail to get testimony of Carmona ‘torture’ cop’s victim
Authorities on Sunday failed to get the statement of the theft suspect shown on a video being tortured by sacked Carmona Police's Chief Inspector Jigger Noceda.
Marlon Man-onan, the victim of the alleged police brutality, was not in the house when police investigators came as part of an investigation being done after the Cavite Provincial Police Office found probable cause to file charges against Noceda.
As shown on the video sent to the Calabarzon Regional Police Office by a concerned citizen, Noceda was hitting Marlon with what seemed to be a plank of wood, forcing the victim to admit guilt over a cell phone theft.
Investigators said only Marlon's parents and relatives were at the house when they came.
Eulogio, Marlon's father, said his son has not gone home from work in Batangas since the media reported on the alleged torture.
For her part, Marlon's step mother said her son is scared because he felt he is going up against the police.
Marlon has kept his silence since the media broke the news about his ordeal while a detainee at the Carmona Police Station, Eulogio said.
Eulogio quoted his son as saying, "ayaw ko nang palakihin ang isyung ito," when asked why he (Marlon) was silent about the incident.
New Carmona Chief of Police Police Chief Inspector Rey Garganza Ochavo assured the family of Marlon's safety, and that police are not out to get him but only his testimony.
Earlier, Cavite Provincial Police Director S/Supt. Jonnel Estomo said they had recommended a pre-charge evaluation on Noceda, who earlier claimed that what he did was merely an act of “disciplining” the suspect. — LBG, GMA News
