Flood-hit capital city of Isabela province placed under state of calamity

A state of calamity has been declared in Ilagan City in Isabela province due to the devastation wrought by Typhoon Lando.
 
City Mayor Josemari Diaz said it is providing relief assistance to all of the affected residents with the local government's calamity fund.
 
Diaz said relief supplies have been distributed to residents in 50 low-lying villages in the city.
 
Reports said that floodwaters in the city's low-lying barangays have not subsided as Lando continues to bring rains in provinces in Ilocos region.
 
As of 1 p.m., the eye of Lando was estimated at 15 kilometers northwest of Vigan City, Ilocos Sur.
 
PAGASA said in its 11 a.m. bulletin that the typhoon was packing maximum sustained winds of 120 kilometers per hour and gustiness of up to 150 kph.
 
The typhoon was moving north northeast at 5 kph.
 
Latest data from the National Disaster Risk Reduction and Management Council showed two persons have been confirmed killed and more than 20,000 displaced in Luzon. —ALG, GMA News
