Rosita's strong winds batter Isabela
Typhoon Rosita made landfall before dawn Tuesday in Dinapigue, Isabela and quickly made its presence felt in the province.
In Santiago City, Rosita's strong winds and light rains were felt as of 4:30 a.m., GMA News' Raffy Tima posted on Twitter.
There was also a power outage, and generator sets provided power temporarily.

In videos taken by YouScooper Raymond Legaspi in Barangay Carabatan in Cauayan City, roofs were seen flying and scattered on the ground while trees swayed as strong winds blew.
A separate video taken by YouScooper Cristy Jean Manla in Alicia, Isabela also showed roofs being blown away.
Residents whose houses were destroyed and roofless sought shelter at their neighbors' house.
Meanwhile, from the terrace, YouScooper Neo Bernardo took a video of coconut trees bending as strong winds blew in Cauayan CIty, Isabela around 7 a.m.
Bernardo posted it on Facebook with a caption, “Ang lakas pa rin ng hangin pero safe naman po kami!”
Isabela is still under Tropical Cyclone Warning Signal No. 3 on Tuesday morning.
PAGASA warned that stormy weather will prevail over Isabela and other areas under TCWS Nos. 3 and 2 and that land travel is dangerous in these provinces.
It also said storm surge of up to three meters is possible over the coastal areas of Isabela.
As of 7 a.m., PAGASA spotted Rosita in the vicinity of Echague, Isabela packing maximum sustained winds of 140 kilometers per hour near the center and gustiness of up to 230 kilometers per hour. —Joviland Rita/KG, GMA News
