Europol arrests most wanted sexual offender, a Filipino, in Cebu City

Europol's rescue eight minors and arrested the most wanted sexual offender, a Filipino, in a small hut in Cebu City, Jun Veneracion reported on GMA News' Saksi.

Inside the rented room authorities found thousands of pictures and videos of minors who were physically and sexually abused.

Nelson Torayno, 32, is allegedly involved in exchanging child porno graphic materials with European pedophiles.

"Subject was arrested for online exploitation of children," said Vicente de Guzman Jr., Deputy Director for Intelligence Service.

It was reported that Torayno himself is the abuser. He makes a recording of the abuse then uploads the videos on the "dark web" or the black market on the internet.

Police Major Michael Victudazo, PNP-Women and Child Protection Center Anti-Trafficking in Persons Division, said there is no money involved in the transaction.

"Just sharing of child abuse materials," he said.

An NBI agent said,"Maybe he is just doing it for fun or for his own pleasure."

Torayno allegedly seeks out his victims in Internet shops. He befriends would-be victims and pays for the online games then gives them candies.

He has no specific preference, as five boys and three girls were rescue by the authorities.

GMA News is trying to get a statement from the suspect as of posting time.

Graeme Marshall, Australian Federal Police acting Senior Liaison Officer said, "If Mr. Torayno is convicted of all the offenses he will spend a very long period of time in jail here in the Philippines."

The victims of Torayno are among the Filipino children who are victims of child pornography.

The International Justice Mission (IJM) has rescued 500 minors with the youngest only two months old.

IJM's Atty. Reynaldo Bicol, Jr. said the sad part of the situation is that most of the minors were pimped by their own relatives.

"About 70% of the perpetrators, the facilitators of this crime in this country are related to victims, their very own parents, if not parents, their close relatives," said Bicol. — BAP, GMA News
